Generally speaking, Model Power's freight cars are Chinese-made copies of older cars originally designed and manufactured by Roco, Lima, Rivarossi, et al. I'm told that tooling for these knock-offs gets tweaked on a fairly regular basis, resulting in many slightly different variants. This particular model appears to be a copy of the old Roco (Austria) centerflow hopper (originally imported by Atlas). Model Power refers to it as a "55' Cylindrical Hopper".
Built by ACF starting in 1964 to haul plastics and different types of granular commodities, the ACF 5250 4-Bay Covered Hopper Car was used by railroads and private shippers all across North America.
